ERS is hiring a highly skilled, talented, ambitious, flexible, and professional Disaster Recovery Project Manager to support our continued growth. The ideal candidate should have experience managing disaster recovery programs, federally funded projects, or related programs. The ideal candidate will bring a wealth of knowledge and experience in disaster recovery and have a passion for sustainable and innovative solutions. The ideal candidate will demonstrate a strong willingness to adapt to varying assignments within the scope of the position. They will also demonstrate a willingness to continuously learn new tasks in many areas related to achieving program success for clients.
This position may require working in a fully remote, fully on-site or a hybrid setting. All settings require on-site meetings at unpredictable frequencies and require full-time availability during business hours Monday through Friday. A remote setting requires working from home and primarily using video-based communication and, secondarily, electronic mail and messaging platforms to coordinate with project stakeholders. An in-person setting requires working on-site at an authorized project location. A hybrid setting requires a combination of remote and on-site.This position may be filled as a direct hire, through a contracted staffing company on behalf of ERS, or as a direct contract placement.
Job Duties
- Oversee the implementation and execution of disaster recovery projects.
- Work directly with the client and funding entities (federal, state government, etc.) to deliver between 3-10 projects.
- Act as primary liaison between the client and project team to maintain a highly collaborative and cooperative environment.
- Operationalize program workflows and processes following program/client policies, incorporating design elements to increase efficiencies and effectiveness
- Analyze contractual and financial performance, identify areas of improvement and direct activities to implement solutions.
- Allocate and manage staff and resources to meet objectives; investigate and implement ways to improve operational efficiency.
- Anticipated to lead team(s) of no more than 5 staff.
- Manage the performance of staff through goal setting, ongoing assessment, and coaching.
- Collaborate with stakeholders, local governments, and federal agencies as needed.
- Lead and manage multidisciplinary teams, including contractors, consultants, and staff to implement the program effectively.
- Monitor and evaluate the performance of ongoing programs to ensure that objectives and KPIs are met.
- Manage project budgets, ensuring efficient use of resources and compliance with funding requirements.
- Stay abreast of the latest trends, technologies, and legislation related to disaster recovery.
- Develop and execute strategic plans, setting goals and benchmarks for project performance.
- Applies specialized knowledge of federal, state, and local government statutes, rules, and regulations.
- Handles and prioritizes multiple tasks to set and meet internal and external deadlines.
- Reports to Program/Portfolio Manager.

Required Education and Experience
- Bachelor’s degree in Business, Project Management, Construction Management, Engineering, Accounting, or related field.
- Minimum of 5 years’ experience in managing disaster recovery or similar federally funded programs.
- Knowledge or experience of FEMA PA program special consideration areas including insurance, mitigation, environmental and historic preservation, 50% rule analysis, cost estimating, etc.
- 7+ years of experience with progressive advancement.
- Demonstrated ability to lead diverse, multidisciplinary teams.
- Proven track record in project management.
- Strong understanding of federal and state disaster recovery policies and regulations.
- Excellent written and verbal communication skills.
- Ability to work collaboratively with diverse teams, including technical and non-technical personnel.
- Proficiency in cost, schedule and quality management and reporting.
- Strong analytical and problem-solving skills.
Desired Education and Experience
- Relevant professional certifications including project management and disaster recovery.
- Experience with stakeholder management and public speaking.
- Familiarity with Microsoft Office suite, FEMA Grants Portal, EM Grants Pro, FEMA BCA tool, FEMA CEF, Microsoft SharePoint and Power Platform.
